The 600k jump in weekly salary outlay between 17/18 to 18/19 is the highest of the period you highlighted. Signings were Shaqiri (Stoke), Fabinho (Monaco), Keita (RB Leipzig) and Alisson (Roma). That’s an average of 150k each.
It is possible that this increase might be surpassed in 25/26 if the contracts of VVD, Salah and TAA are renewed, plus additional contract renewals of Konate, Quansah, maybe Jaros, Robertson. Even than, the weekly outlay should be below the highest salary level of 22/23.
So there should be some wiggle room for signings in 25/26 maybe even this winter, don‘t you think?

But back then we're in the era of unverified estimations, so it could easily be wrong! It's just the only available data that we have.
I'm not sure the increase would be surpassed. Trent should get more money but I'm not sure the other two would due to their age. But regardless, the shrinking wage bill should presumably allow for additional, albeit income would have been down last season from not being in the Champions League.
